Verification proves a person, not the hand on the button
An operator verifies the account holder: a document, a face, an address and a payment rail in the same name. That proves a real person exists and is who they say. It cannot prove who placed any individual bet, which is why the personal-account rule depends on the holder being honest about it.

Why a rail check is the strongest signal
The one verification step that reaches past identity is the funding rail: a bet funded from an account in the holder name is consistent with the holder placing it. Of the 900 proxy wagers, 560 were funded from the chooser own rail - which is exactly the mismatch an operator can see, and the reason 40 of them were flagged while the other 860 were not.
The desk does not describe how to pass a check. It describes why the check exists and why it cannot see the thing the rule is actually about.
