Closure, not transfer
When a nominee arrangement is found the operator closes the account rather than moving it to the real user. That is not spite: the real user has never been verified, so there is nothing to move the balance to that the operator is allowed to pay. Of the 100 sampled, 22 were found and closed, and each carried a mean balance of 340.00 that could only be paid to the named holder.
The named holder is exposed on every side: the bets, the tax form and any liability sit in their name, while the money and the decisions belonged to somebody else. That imbalance is the reason the rule exists rather than a formality attached to it.
